It is simple: Primary cells are "use and throw". Think of the Tiger batteries in your TV remote. Once the chemical reaction is done, they are dead.

Secondary cells are rechargeable. The battery in your phone or laptop is a secondary cell. You can reverse the chemical reaction by plugging it into electricity, so you can use it again and again.
